为了迎接2011西安世界园艺博览会,西安浐灞生态区确立了都市型生态区、生态化商务城的发展方向,加快推进河流治理、生态湿地及绿地系统建设、基础设施建设和污染综合治理。在河流治理带动区域发展,新区开发支撑生态建设的建设思路引导下,加大节能减排力度,加快生态基础设施建设,完善生态建设规章制度及执法体系,完善生态管理机制。努力实现经济高增长、资源低消耗、环境污染负增长。     

论我国国际收支持续“双顺差”的负面效应

世界金融危机昭示我国经济"转型"迫在眉睫,我们应该变被动调整为主动调整。面对来自西方国家的"中国等出口导向型经济体的外部经济失衡导致全球金融危机"论调,我们首先应当对近年我国持续多年的国际收支"双顺差"进行一番重新审视。持续"双顺差"的直接后果是外部经济失衡,顺差的积累造成很多负面效应。我国国际收支持续"双顺差"既有内部原因又有外部原因。我们必须以哲学的眼光,树立全面、协调、可持续的观念,才能恰当的把握"双顺差"及其带来的负面效应。     

贵阳市花溪区生态型区域治理探讨

生态型区域治理是现代社会新型的治理模式,贵阳市花溪区按照这种模式进行建设,取得了一定成绩。要达到预期目标,必须进一步拓宽思路,发挥政府的主导作用,实现治理理念与方式的根本转变,调动企业、事业、社会团体等多元主体的积极性,提高城乡居民的生态素质。     

Managing moral distress: A strategy for resolving ethical dilemmas

Conflicts of interest. The boundaries of confidentiality. Right v. right dilemmas. Matters of duty, responsibility, character, and consequence. Ethical issues pervade professional life, and the moral distress they can create requires thoughtful reflection that moves beyond gut intuitions and knee-jerk reactions. This article presents a practical framework for assessing and resolving ethical dilemmas in a sophisticated manner, guided by a circumspect and reflective analysis able to withstand the scrutiny of others and minimize the potential for personal regrets. Central to the analysis set forth in this article's strategy are ‘interrogation questions’—a series of inquiries that draw from the richness of moral philosophy and ethical traditions, while reflecting the practical concerns of contemporary business practices—which guide the decision maker through a comprehensive review of primary considerations. Additionally, the article highlights myriad obstacles that may challenge one's awareness of a moral dilemma, a necessary precondition to employing the strategies of careful analysis and reflective judgment that this article outlines.     

Transformative green marketing: Impediments and opportunities

Green marketing is not achieving its potential for improving the quality of life of consumers, while improving the natural ecosystem. The failure is the result of the inability of consumers, firms and governments to adopt systems thinking, in which macro-marketing perspectives are integrated into their respective micro-decisions, that is, the anthropocentric view of the natural world is disregarded. The paper discusses why the three groups above have had difficulties in embracing environmental issues, thus impeding real transformative green marketing from occurring. To address the difficulties three proposed actions need to be undertaken: (1) Marketers need to look for new ways of calculating and communicating value that integrates environmental value, thereby moving away from financial measures which have no real environmental meaning. (2) Change the discourse regarding the environment, highlighting the importance of action and inaction, which needs to be based on increased education about the human–environment interface. (3) Marketing needs to refocus its emphasis on want satisfaction, shifting away from the acquisition of goods, thereby enhancing how marketers create value. Making these changes will allow marketers to operationalize transformative green marketing so the human condition and the natural system that humans operate within are both improved and bring about transformative green marketing.

雍正朝养廉银制度经济思想分析——基于效率养廉银模型的国家政策与官吏贪贿行为博弈视角

通过史实论述与从微观博弈角度建立"效率养廉银"模型得出结论:养廉银制度解决了清王朝的不完全财政制度下国家财政空虚的弊端,加强了中央与地方财政联系,一定程度上澄清了吏治,减轻了人民负担,但由于多方面外部和内部的因素,在清王朝历史经历和现有制度下,养廉银政策本身难以有效约束官吏的贪贿行为,该制度由最初的成功实行最终走向衰落。对养廉银制度的探讨对今天政府财政和官员管理的制度有一定的借鉴意义。
